Identifying and Responding to Human Trafficking in Your Community

Lt. Colleen Lull is a 17 year veteran of the Baltimore City Fire Department (BCFD) . She started as a paramedic, promoted to an EMS Lieutenant supervising paramedics in the field. She now oversees ALS continuing education and licensure. For the past 5 years, she has partnered with and taken on leadership roles within the Baltimore City Human Trafficking Collaborative . She has facilitated training training of all frontline fire and EMS personnel on the recognition and response to human trafficking in Baltimore City. She is now sharing what the BCFD has learned with other agencies to encourage a regional, statewide, and even national coordinated response model.
